With 2025 just around the corner, UK drivers should prepare for sweeping changes to motoring laws.

These updates significantly impact car taxes, congestion charges, and driver’s license requirements, with warnings of tougher fines for those who fail to comply.

Zero-Emission Vehicle Mandate

Starting 1 January 2025, car manufacturers must ensure at least 22% of new car sales and 10% of new van sales are fully electric.

This initiative supports the shift to greener roads and reduced emissions.

EVs in 2025: No Such Thing As Free Road Tax Anymore

From 1 April 2025, EVs will no longer be exempt from Vehicle Excise Duty (VED).

New EVs owners will have to pay £10 in the first year and £195 annually afterward.

For EVs valued over £40,000, owners have to pay an additional £410 luxury car supplement, being applied for five years.

Electric Vehicles Lose Tax-Free Status

End to Congestion Charge Exemption. 

Sadly, EV drivers will no longer enjoy free city driving.

Specifically, drivers of zero-emission vehicles currently enjoying significant discounts in London’s congestion zones will have to to pay the full charge starting later this year.

As part of a phased scheme to tackle London’s toxic air, the discount was earlier introduced.

However, according to TfL, ending the discount will maintain the effectiveness of congestion charge, which is in place to manage traffic and congestion in the heart of London.

From 25 December 2025, all vehicles, including electric and hydrogen-powered models, will be subject to the £15 London Congestion Charge.

New Standards for EV Chargers

This year, EV charging is getting more reliable with a heavy fines for non-compliant chargers.

From 2025, providers must meet new government standards for charger reliability, accessibility, and ease of payment—or face fines of up to £10,000 per non-compliant charger.

Company Car Tax Increases

If you drive a company car, prepare for higher Benefit-in-Kind (BiK) tax rates.

From April 2025, BiK rates for all vehicles will rise by 1%. For electric cars, the rate will jump from 2% to 3%, with larger increases for higher-emission vehicles.

Scotland’s Nationwide Speed Limit

Starting in 2025, Scotland will implement a default 20mph speed limit across urban and residential areas.

This initiative aims to enhance safety for pedestrians and cyclists while helping to lower accident rates.

Stricter DVSA Rules to Tackle Test Delays and No-Shows

Note that the upcoming, stricter DVSA regulation is set to tackle test waiting times.

Key changes include a mandatory 10-day notice period for rescheduling tests and a 28-day wait before retaking a test if they fail.

Additionally, test takers who book multiple tests and fail to show up risk loosing their fee and facing a potential ban from booking future tests.
